The chest measurement is taken at the widest area, right under the arms.
The length measurement is taken from the back of the neck, down to the bottom of the hem.
The sleeve length measurement is taken at the top of the shoulder all the way down to the cuff (at the beginning of the ruffle - the ruffle itself is about 3").
